I'd reset the Changelog at every release. I could move Changelog to
doc/Changelog.old if that's what people want, but we need to come up with
a new mecanism for the next release (doc/Changelog.log,
doc/Changelog-2.2.log, doc/Changelog-2.3.log, ... ?)

Do we really want to pollute the doc directory?

Forgot about that one, I'd drop it; it's just a file -that probably no one
reads- saying "please look at the Changelog", and repeat a part of our bug
report page.
