[FFmpeg-soc] DCA encoder (part 2)

Hi, here is the next part of improvement of DCA encoder. Main changes are: use of scale factors and add constant QUANTIZER_BITS, which determines how many bits are used for mantissa. Now it has also a good quality with 8 bits/sample. -- Bartlomiej Wolowiec
