It parses just fine for me - something like:

"The actual change to the seek test regressions is just adding a small
constant to the timestamps at the start, which were not known (i.e.,
they were AV_NOPTS_VALUE); in some cases, these timestamps extend
throughout the entire file."

But then, I'm apparently unusually good at interpreting such things even
for a native speaker...
