it also might make sense to bound the sum of squared differences, and not
just the maximum. A file having 1% of samples differing +-1 and one that is
in 50% of samples +-1 off are not the same thing

Awnsering whenever a program halts or runs forever is
On a turing machine, in general impossible (turings halting problem).
On any real computer, always possible as a real computer has a finite number
of states N, and will either halt in less than N cycles or never halt.
