What's so hard to understand about that? Obviously every 8 bpp raw
format can be represented as a paletted format.
So in order that most applications (and libswscale) can treat them
all the same way that's what FFmpeg does.
So you can just consider all formats with PIX_FMT_PAL as PIX_FMT_PAL8
with additional promises at to what the palette locks like.
