what exactly do you mean by content ?

In the referenced bug report the streams and timecodes are changed
where ffmpeg "by default" copied the creation_time

I would say when streams are removed or added this should merrit a
change of the creation time.
Though iam not sure where the field is documented exactly or even if
a strictly clear definition for it exists.
