[FFmpeg-cvslog] mpegvideo: remove useless references to h264 and svq3

mpegvideo: remove useless references to h264 and svq3

The h264 decoder does not use mpegvideo anymore. The svq3 decoder only
uses ff_draw_horiz_band().
