[FFmpeg-cvslog] avcodec/pcm: Remove always-false check

avcodec/pcm: Remove always-false check

None of the decoders here have the AV_CODEC_CAP_CHANNEL_CONF set,
so that it is already checked generically that the number of channels
is positive.
