[FFmpeg-cvslog] avcodec/pngdec: support sBIT chunks

avcodec/pngdec: support sBIT chunks

Add support for reading sBIT chunks, which mark the significant
bit depth of the PNG file. This passes the metadata using the field
bits_per_raw_sample of AVCodecContext.
