I first convert the video to a few different bitrates, then for each quality video I create a segmented .ts set with a .m3u8 playlist. All good so far. Now what I'm missing is a correponding .plist for each of those .m3u8 files, and a master .m3u8 that refers to the others and assigns bandwidth tiers. Can ffmpeg help with this remaining work, or should I look to other tools?
