[Ffmpeg-devel] [Ffmpeg-devel-old] Is it possible to adjust bitrate on the fly?

Hello, everyone.

Currently, I worked with mp4live of MPEG4IP open project.

What I want to know is if I can adapt stream rate to network congestion through
the use of ffmpeg api (in the case of realtime live streaming).

If you give me any clue or hint, I will be happy.
