I *think* it is done by a cron job on an sf.net host.  But Mike was having
trouble getting texinfo to output the HTML he wanted it to.  So right now
I'm afraid it does not get updated at all.  Probably this will not get fixed
before we get the new server :-(

I might try to look into this, but I doubt I will find the time.
