[Ffmpeg-devel] [rfc] cleaning up ppc dsputil*

I'd like to make the dir a bit more clean:

- remove the ALTIVEC_USE_REFERENCE_C_CODE stuff

- remove the macosx performance counter code from the old stuff or
refactor it to be less annoying.

- move the altivec init stuff in a function and clean up the headers.

the first 2 may be a bit controversial so I'm waiting for feedback, the
last item will be in svn soon.
