You will be surprised, but the best (IMO) video codec set for Windows
is ffdshow.
which (surpise again!) is based on FFMpeg.

One point you've missed here: people are working on supporting FFMpeg
on Windows. They spend their time for this, and may be not less then you do.
Do you think it is a good behaviour to discard all this work?
