This is due to the way MinGW cross-compilation is handled in configure.
I've always been tempted to remove it.  In any case your patch is
incorrect as --prefix will no longer work correctly.  Also, if you
remove the only place where a variable is used, you should also remove
the declaration.

I don't have much of an opinion about this.  Are there any users of this
script?
