[Ffmpeg-devel] [PATCH] remove mingw32 ifdefs in file.c

Hello,

This Windows support was added in revision 78. Probably still meant for
MSVC++.

Regression tests pass. Except for ffserver tests, which shouldn't even be
run, since ffserver wasn't built.

Is <sys/ioctl.h> really necessary? It compiled fine for me without
including it on linux too.
