Where did you get the info with "mp41" an OD is not needed to call the
file mp4 file version 1.
As far as I know is there no difference to "mp42".  An IOD isn't
mandatory but if you have a Presentation it is needed, like with the
ctts box/atom and B-frames.  

But it is your choice. There are enough files with ftyp "mp42" without
IOD/BIFS and OD around. It  dosen't matter if there will some more of
this kind.
Like bond said nobody cares.
