I looked abit at patchwork, the prerequisites are:

CGI/HTTPS on the webserver
a database server (PostgreSQL/MySQL)
perl with some extra modules

The user authentication is controlled by htpasswd files, that would mean
2 separete userdatabases to keep track of. But overall this looks useful.
