You have things backwards.  That's the definition of not speaking up.
Disagreement is when you have a different opinion.  It's a necessary but
not sufficient prerequisite for speaking up.

Not everybody likes to flame, notice that some people here immediately
pull out when flamage ensues and rather give in than fight.  It's a
matter of considering the time and annoyance worth the result.

For example, I *could* speak up again about where to put the AC3 parsing
code or I could just let it be.  In the meantime there remains an
unfixed bug in FFmpeg...
