  Maybe mpeg2 spec has the option of being flexible, but DV's one
doesn't. It simply requires LTC to be generated. Granted, it has an
option of generating either one: drop-frame or not. But most consumer
camcorders expect a drop-frame LTC timecode.

  Now, I don't mind having that code be DV specific if you can resolve
mpeg2 problems. But I just wanted to point out that you can not 
get rid of it completely as long as we support DV encoding for
subsequent use by consumer camcorders.
