I think one use of that feature has been demonstrated in the thread.
The demonstrated use is defined in mpeg2 specifications, drop frame time
code is defined by SMPTE/ISO/IEC/EBU. Code is correct according those
specifications.

I vote against the removal, because it will remove one used feature of
ffmpeg.
