[FFmpeg-devel] [PATCH] vhook dependencies on Windows builds

Hello,

vhook dependencies on ".libs" was removed in r9281, since vhooks really 
don't depend on lav* in Linux.
They do have such dependency on Cygwin and MinGW though. I'm waiting for 
another thread to make MinGW vhooks work normally.
Is attached patch ok to commit?
