A similar smaller utility is:
http://www.microsoft.com/technet/sysinternals/FileAndDisk/Junction.mspx

But both allow just symlinks to directorie (and need W2000 or newer).
If I recall correctly, Vista promises to allow symlinks to files.

But that would be restricting the platforms supported by FFMpeg and/or
introducing a dependency on an unusual utility.
I prefer Ramiro's solution.
