Yes, but a fresh checkout (on linux), ./configure, and make videohook 
could only build the vhooks, with no need to build the libs.

The libs are not linked in to the vhooks.

Anyways, vhooks aren't worth a lengthy discussion since they'll be 
dropped soon, and the current Makefile works alright on Windows too...
