I'm just down the road in WuDaoKou. I get much better stats:

$ time git clone git://git.mplayerhq.hu/ffmpeg
real    4m31.945s
user    0m11.140s
sys     0m2.614s

$ ping -c 50 git.mplayerhq.hu
64 bytes from 213.144.138.186: icmp_seq=0 ttl=37 time=506.440 ms
...
--- git.mplayerhq.hu ping statistics ---
50 packets transmitted, 48 packets received, 4% packet loss
round-trip min/avg/max/stddev = 504.670/506.444/512.504/1.456 ms


This is on some pretty standard ADSL (and Mac OS X. Building git was 
trivial.) So the problem really is on your end most likely inside the uni. 
The GFC doesn't seem to be an issue.
