Is this a general rule, i. e. should this also be the case for MPEG2
frames when flag "interlaced_frame" is set?

Besides colorspace conversion, is it correct to assume that a frame is
progressive when interlaced_frame is not set, i. e. could it be that a
progressively coded image will show interlace artefacts (and should
therefore be sent through a deinterlacer)?
