The issue is that DVDs use mpeg telecine - the stream claims to be 60 fields
per second, but actually contains 24 frames per second, encoded with field
repeat flags. The frames as encoded can't be represented with a 24fps
timebase, as they're encoded with PTS only representable in a 60fps
timebase.
