And in this, I think "Le mieux est l'ennemi du bien" (for English 
speakers: "No need to gild the lily"). I was unable to justify my 
proposals for a 'strict' mode from spec documents, so I withdraw them. I 
think we can close this thread. (Which leaves to each muxer the 
responsibility to store *its* idea of the correct value for the GSM 
bitrate).
