[FFmpeg-devel] Just a simple question about H.264 and SVC.....

This is the developer mailing list, as the name ("ffmpeg-devel") would
hopefully suggest.

ffmpeg doesn't have an H.264 encoder; that's x264's job.  And no, x264
has no plans to support SVC unless someone wants to volunteer; I'm
certainly not going to do it.  Not sure about ffmpeg.
