These are not random suggestions, but they do take developer time. I
respect the need for making documentation consistent and the only
solid reference are the rules of the English language.

Personally I would be happy merely if comments were comprehensible as,
in my opinion, that is the goal of a comment - to convey some useful,
non-obvious information. It's difficult to say at what point
comprehensibility is lost. I would say in the vast majority of cases,
capitalisation and punctuation are not of paramount importance to the
semantics of the information. But, I don't think the suggested changes
take so much time that they are worth avoiding.
