Grab the ffmpeg soc repository and read qcelp/README.

Basically, this should work:

svn co svn://svn.mplayerhq.hu/ffmpeg/trunk
svn co svn://svn.mplayerhq.hu/soc
cd soc/qcelp
./srcprepare.sh ../..
cd trunk
./configure
make
./ffmpeg -formats | grep qcelp
