Er... wouldn't doing this also mean rejecting messages from people who
reply to a patch, but do not attach anything?

The obvious way to avoid that would be to not reject [PATCH] without
attachment if there is also a Re:, but that would miss
forgotten-attachment posts in the middle of an existing thread.
