I'm one of the persons who did not implement deblocker for VC-1 in FFmpeg.
And if you look hard enough, there are no deblockers for other video
codecs as well. There are filters for block edges implemented, because
they are in codec specification and images would be distorted otherwise.

As for general "decoded video is too blocky, why there's no deblocking
filter implemented" my answer would be:
    For blocky video there are general deblocking filters.

Honestly, if you want to use deblocking, then turn on deblocking filter
in your player. Or contribute postprocessing filter (based on libpostproc,
for example) to libavfilter.
