I was thinking about some tests that are only enabled when ffmpeg is configured
with x264 support (or to an "h264test" target that only works when x264 support
is enabled).

Otherwise, you can still merge the h264 encoder that has been posted on this
mailing list some time ago :)
(and, before someone says this, no, I am not volunteering to work on this merge...)
