We do care, but there's not much we can do.

New versions of software usually add bloat (e.g. try some pre-release of
firefox (phoenix) and compare its speed to current firefox; the older
one's a lot faster). Generally most people want the latest versions and
features, so we ship them. If there was an easy way to make the
distribution perform better on old computers without sacrificing
features, we'd do it.
