foobar-config is only ever so slightly older than pkgconfig.  No, the
way things were solved in the good old days was by not creating such a
bloody mess in the first place.  Back then, you were expected to
install things in normal locations, or else set up environment
variables pointing to the right places.  That's why most linkers
search $LIBRARY_PATH for libraries.  This approach works just as well
today as it did 30 years ago.
