Since I promised it, here is the patch for increasing the lavc version...
Note that it is very large because of the
"bits_per_sample ---> bits_per_coded_sample" renaming.

"make test" works, but I had to change something in the regression.sh
script because some ffmpeg's options have been removed/changed.

I am posting this patch because it can be useful if someone wants
to increase the lavc major version (and if you want to remove the
old scaler, you'll have to do this).
