i dont see why we should reject git reports, as long as the source
isnt modified. we accept reports from libavcodec users (who arent even
using ffmpeg)...

the time is already part of ffmpeg output, is that good enough?
i guess it needs to be taken from the last time the tree was updated,
not from the system time.
