Well, rtpdec.c is strictly tied to RTSP (I suspect the RTSP demuxer is 
its only user?). Anyway, I'll help to clean it up once I finish with the 
generic RTP code and with rtpenc. If the code will become clean enough, 
I'll volunteer to maintain it.
