this is great from a codec writes point of view but is confusing for
a user of libavcodec, thats because 
"If set, the codec will be fed with NULL data" is not correct in that case
rather the lavc user has to call the function with NULL explicitly.

Also i think this should be mentioned in the avcodec_encode_video()
