[FFmpeg-devel] [PATCH] Rename APIchanges to APIChangelog

Hi, as in subject.

Rationale is that APIchanges is a indeed a Changelog, and having it
named like that will make more apparent the similarity with the
Changelog file.

I also propose to put both files in the same dir, either in the topdir
or in doc, I have a slightly preference for the latter since the
topdir is already quite cluttered.
