I think that's a vast over simplification of the current situation.
1) What can we do to make the Theora decoder suck less?
2) Is HE-AAC(v2) wanted?
3) Broken continuation Ogg files
4) MP4 edit lists and references
6) AAC encoder
7) Vorbis encoder
Embedding in an application
8) API issues
9) Buffer overflows and other crashers
10) Sandboxing FFmpeg
11) MS Windows issues
