The kind of HW that supports 'short video header' bitstreams as specified 
in the MPEG-4 spec. I believe this is H.263, not sure for the latest 
extensions though.

In practise, this is Intel Poulsbo (US15W) chipsets through VA API. There 
are others but I don't know their commercial names, neither if they are 
actually available now. Note: this is HW acceleration and direct rendering 
to screen. i.e. display-dependent.
