FSVO "promote", yes. I don't see any problem with conveying libmp3lame
with libavcodec, but I'd be very interested in learning if I miss
something important here.

AFAIUI, this problem is at least one problem why GPLv3 is incompatible
with GPLv2: additional restrictions regarding handling of patents.
