Basically because it made a encoder that was already painful slow 2x 
slower, so I didn't have much incentive to make it user-configurable.

The other reason is that if someone would like to trade speed for 
quality, the first thing to do would be to implement a second elbg pass 
after choosing which blocks would be coded with a codebook and not with MC.
