Iam only against it as theres no advantage, if someone writes code that is
faster or needs 16byte alignment in the major codecs then we can bump it up.
major being mpeg2/mpeg4/h264
i just dont want mpeg2/4/h264 waste memory because some obscure fringe codec
needs more alignment

Awnsering whenever a program halts or runs forever is
On a turing machine, in general impossible (turings halting problem).
On any real computer, always possible as a real computer has a finite number
of states N, and will either halt in less than N cycles or never halt.
