j-b pointed me to KernelEx [1]. I tested only GetProcessTimes() and
the freeaddrinfo() support and both are still missing, although I
believe it may be feasible to fix it there instead. That would finally
mean it's safe to drop win98 support everywhere and just tell poeple
to install KernelEx...
