Other way round.

I could say that Gentoo does care about FFmpeg, same could be said for 
Ubuntu, Google, VLC and so on.

as I wrote a minimal libavcodec is easy to get swap this one for the 
full feature one is easy as well.

I don't see your use case compelling.
