[FFmpeg-devel] [PATCH] Decode PGS subtitle multipacket RLE data

The width and height bytes are included in the encoded length so
subtract four bytes from the encoded length.

The multipacket PGS subtitle referenced at
https://roundup.ffmpeg.org/issue1717 demonstrates the fix in ffplay.
