[FFmpeg-devel] [PATCH] fix qdm2 decoder packet handling and api

It feels way more natural this way, and avoids the hackish return 0
while we actually read data from the packet.

It seems subpacket count is always 16.
Please comment, I'm not too familiar with qdm2.
